东南亚｜新加坡知识产权局推出 ASPEC+ 机制，促进东盟区域专利审查协同
本文最初于 2026 年 4 月 20 日以英文发表。2026 年 4 月 6 日，新加坡知识产权局（IPOS）联合东盟各成员国的知识产权主管机构，正式宣布启动 东盟专利审查合作加强版机制（ASEAN Patent Examination Co-operation Plus，简称 ASPEC+）。对于希望在东盟区域内获得专利保护的申请人而言，ASPEC+ 有望在专利审查过程中提升整体效率，并在一定程度上促进各国审查结论之间的一致性。但前提是，申请人需在经验丰富的区域性专利代理或法律顾问的指导下，进行周密的前期规划，并制定合理、审慎的审查应对与审理推进策略。什么是 ASPEC+？ASPEC+ 是在现有 东盟专利审查合作机制（ASPEC） 框架下新推出的一种可选择性审查路径，旨在实现参与的东盟各国知识产权局之间同步化、协作式的专利审查。需要特别说明的是，原有的常规 ASPEC 机制仍将继续适用。ASPEC+ 并非替代方案，而是作为一项补充性选择推出，其设计目的在于在申请人自主选择的东盟司法辖区内，更好地协调专利审查结论及审查时间安排，从而提升区域专利布局的整体可预期性与效率。ASPEC+ 的运作方式申请人通过选择一个主要审查局（“审查局 A”）和一个或多个参与审查局（“审查局 B”）来提交...
